Naval Defence in Polar Environments: The Role of Satellite Technologies

Polar regions are becoming major strategic areas for maritime security, sovereignty and naval defence. As Arctic maritime routes progressively open due to climate change and geopolitical tensions continue to intensify, the need for reliable polar maritime surveillance and situational awareness is rapidly increasing.

In these extreme environments, satellite technologies play a critical role in monitoring maritime activities, securing navigation routes and maintaining rapid response capabilities across vast, remote and hard-to-access areas.

During the Forum « Brest sur le pont », organized by Brest Metropole and Mer Bretagne Atlantique as part of the celebrations of the 400th anniversary of the French Navy, Vincent Kerbaol, Director of CLS Brest and expert in satellite-based maritime surveillance, took part in a roundtable discussion dedicated to naval defence challenges in polar environments.

According to several international reports, both civilian and military activities in polar regions continue to increase significantly. This evolution is driving growing needs for satellite-based maritime surveillance in polar regions in order to:

  • detect sensitive maritime activities,
  • monitor vessel movements,
  • track the evolution of sea ice and icebergs,
  • and secure naval operations.

Governments and defence stakeholders increasingly require reliable and near real-time information to operate safely in these complex environments.

The Challenges of Maritime Surveillance in Polar Regions

Distances are extremely large, weather conditions are severe and communication infrastructures remain limited across certain Arctic and Antarctic areas.

In these environments, satellite technologies provide essential large-scale and continuous monitoring capabilities. Radar satellites, particularly SAR (Synthetic Aperture Radar) systems, play a key role because they can acquire images regardless of cloud cover or light conditions.

Polar-orbit satellite constellations also provide revisit capabilities particularly well suited to high latitudes. These systems help improve the responsiveness of maritime surveillance operations while strengthening the resilience of space-based capabilities.

Satellite technologies are now essential for ensuring reliable maritime surveillance in polar regions. By combining multiple data sources, they provide enhanced maritime situational awareness for defence and security operations.

Organized by Brest Métropole and Mer Bretagne Atlantique, the event brought together institutional, industrial and academic stakeholders involved in maritime, space and defence technologies. Participants included the French Navy, Naval Group, Exail, ENSTA, CNRS represented by IUEM and Brest Business School, AID, and CLS.

This collective dynamic confirms Brest’s strategic role as a centre of excellence for maritime, space and sovereignty-related activities. In the coming years, satellite technologies will play an increasingly important role in ensuring reliable, responsive and resilient surveillance of polar regions.
